the steam version is the worst version
play the dreamcast version in flycast, it runs flawlessly and matches whatever aspect ratio your monitor is automatically
use an xinput controller for good rumble (remember to turn rumble on in the game settings too)
the steam version and some later console versions have tons of cut content
also make sure you're shift boosting
