Not really, properly made Dreamcast games were way above. You focus on some detail like model limbs which doesn't matter much when a game as a whole package looks crisp, runs fast, has a ton of special effects etc. PS1 and N64 games were compromissed in one way or another. We may say, "this N64/PS1 game feature is on the DC level" but put a DC and a 5th gen game side by side in motion and see the full picture and the difference is night and day.
