Game magazines like EGM and Diehard Gamefan would talk about Japanese games.
I was enamored with anime after loving Robotech, and there was #anime on EFnet irc and rec.arts.anime on Usenet where the topic of anime license games would come up. I started studying Japanese in college in 1991 and bought a TurboDuo in 1993.
