Yea the rgb scart is noticeably better than the s-video but I just started collecting for the dreamcast. The seller I bought my dreamcast from in Japan included an really good gold-plated s-video cable. I really didn't need anything better. I suppose I'll sell that one.

It's a pain because most dreamcast games are way overpriced. I'll likely be figuring out ways to play burned copies with boot disks.

Here is the cable. It's ridiculously good. Custom made buy some dude. It uses an ultra fat coaxial cable and has a 15khz to 31khz switch built in. I needed to use the 16khz. This is probably the nicest scart cable I own yet I only own one sega dreamcast game. This guy makes the nest stuff though. I hope his business does ok.
