Truth be told, Seiken Densetsu "0" was probably put on hold with potential to port to cartridge at a later date, then canceled completely when Final Fantasy proved to be a success because it may have been an entirely different type of RPG. Or it may have just been a broken game because, while a lot of the Final Fantasy staff worked on it, it apparently didn't have Nasir Gebelli - and whether his code was quality in retrospect or not, he was still Square's best programmer at the time and was instrumental in making Final Fantasy a success. Maybe a bit of both! Regardless, I wouldn't be surprised if it got far along or was even fully completed but just never entered production, given that they were also taking preorders for it. IIRC, Hironobu Sakaguchi revealed in an interview that FFIV Famicom was actually almost finished (the released FFIV was originally FFV), which no doubt put him at odds with the higher-ups who preferred to keep that information under wraps. I don't think FFIV Famicom became Dimensions, though - if there was inspiration, only in the sense of Star Fox 2 "becoming" Star Fox Command. So yeah, I bet it's in a vault somewhere, and if the opportunity presents itself, there's a chance (however slim) that Square Enix could pull a Star Fox 2.
