The shading on those Garou backgrounds is lovely, and those pre-fight introduction animations are some of the most beautiful things ever to appear in an arcade.
I would however call Port Town in Fatal Fury 3 the greatest 2D fighting background of all time. That whole game is about what a place South Town is. And being slowly lifted from the dingy ports to the sky above the city skyline as Cheng catches up in his helicopter is the absolute apex of all this.
Sadly, I can't find a gif of this stage anywhere. Maybe because its animation is just too long. You can look up the single player playthrough on YouTube though.
