I know what you mean. Here's an example of a game like that, The NES release of Strider. It's development is a fascinating story. It started as a collaboration between Capcom and a manga producing company, the manga company would produce the story and characters, Capcom would make the videogame version of it. The Manga had six issues (three of which were ever translated into English,) and the game was never released for the Famicom. Instead, it was released for North American markets, likely due to the popularity of Strider's arcade version.

Why is it sloppy? Because it plays like a beta version, maybe even an alpha. There's horrible sprite flickering everywhere, glitchy game mechanics, placeholder art for the life and magic bars, erroneous hit detection, and more. The crazy thing is that despite all of this nonsense, it's still a lot of fun to play, and is worthy of a college try by any NES enthusiast.
