Why were famicom carts so soulfully designed?

And why are the arcade ports on the system so fun and soulful (even if they aren’t arcade perfect)?

Cool color scheme, cute cartridges. A wild west before console makers adopted standardized designs and packaging for their games and required every publisher to play along.
