the reason there's a tax on checkout for aliexpress (and amazon, and other stores) is because the stores register with the brazilian government to collect taxes at checkout
if you buy from a store that doesn't have taxes at checkout your purchase gets held up by the customs service and they demand you pay up to receive your package (and the taxes are even higher if you do that)

there's no escaping it
