That picture makes it difficult to compare since both images are very compressed. For some reason one of the bestselling PS1 games does not have its backgrounds readily available online to peruse, but this is a screenshot from the PS1 Beta game. Might have changed by the time of the final release, but it doesn't seem to exhibit any worse banding than the Saturn compressed Saturn jpeg you provided. Conversely, the webms posted earlier show more banding on Saturn
