The name is not listed there, but that's Poison Kiss (ポイズン・キス), Poison's younger sister from Mighty Final Fight. Not sure why they gave her such a confusing name (since it sounds like they just gave Poison a last name), but then again this is the same series where Andore's younger brother is called Andore Jr.

She was a transgendered originally, but they retconned it in Capcom Classics Collection. Here's a scan from Tokuma's Final Fight strategy guide with the following text next to Poison and Roxy:
ちなみにこの二人の男です。
