the tone of the game is grim, visceral, intense, and lonely. the enemies are intelligent, relentless, merciless, and as you said, have an air of cruelty about them. it's a brutal world where things die brutal deaths. all of these things were intentional decisions made by the developers. that's what makes it a well designed game.
