Well the game is obviously trying to confuse people to think that it's street fighter so they can bank on its huge name, down to the menus and characters, and they walk that line as much as they can without trying to cross it.
Just like chinese console knockoffs are called polystation, treamcast and game child.
But again, I think legislating this will only create more problems than it solves.
