Wait, I just got to this part, she explained it in her deathbed, it was Ryuuzouji the previous God Emperor, and he just wanted to create an event collision. I still don't understand why would he want to create it though, apparently he was successfully in doing so 3 times already, and that's why he's being hunted by the TIMECOPS.
