Before 1989, you had the cold war turning hot to worry about, but that ended by 1989 and even then you could say it wasn't even a threat by the early 80's
1990's were pretty perfect if you were american/european (although 50hz gaming was trash)
then 9/11 came in 2001 and slapped us back to reality
then by the time things were shaping up in the mid 00's, we had the recession, and here we are today in 2017 no better

I'm sure the internet being popular on smartphones, and facebook being a thing mixed with EPIC DEPRESSION MEMES added to it all.

Are there any SEGA Saturn tracks that lean more on the FM Synthesis side instead of relying on sampling?

I'm talking solely about the tracks that are using the YMF292 and not the the recorded redbook audio.

Well I don't know if you can find them for cheap online but I had a trip to Japan last week and I managed to nab a ton of Saturn and other console games for really cheap. (between 90 and 950 yen each)

Here's what a I managed to grab for the Saturn:

Virtua Fighter Kids
Darkstalkers 2
Darkstalkers 3
Virtua Cop
Gale Racer
Fighting Vipers
X-Men Children of the Atom
Virtual On
Digital DAnce Mix

Out of all those I'd say maybe only the darkstalkers and x-men aren't easy to find that cheap, got a little lucky there, but all others are very common.

I already had a bunch of saturn games otherwise I would be getting more for pretty cheap, on the top of my head these are the games you'd be able to find for below 1000 yen and common there:

Nights
Christmas Nights
Fighters Megamix
Virtua Fighter
Virtua Fighter Remix
Last Bronx
Deep Fear
Daytona USA
SEGA Rally
D
Enemy Zero
GunGriffon 2
Athlete Kings
Winter Heat
And sometimes some SNK fighters were cheap if you were lucky (fatal fury, king of fighters, samurai spirits)
I'd also managed to find Panzer Dragoon for 700 yen once, but that was an oddity

And on top of that, every single goddamn RPG is stupid cheap, and I'm talking between 100 and 500 yen cheap, it's so frustrating seeing them there taunting you with those super cheap cool RPGs, but unfortunately I don't know chinese runes.

Generations are irrelevant, the cutoff date for consoles and PC games was always 1999, that's the fundamental and initial rule in /vr/. Initially the Dreamcast wasn't allowed, but since the console was released in 1998 moot (or whoever it was) acknowledged their mistake and it's been allowed ever since, not to mention the games overlap it had with all the other retro consoles. It's not a hard concept to grasp.

Back then the only objection to allow the dreamcast was because of these slippery slope threads, "but if the dreamcast is allowed PS2 should as well", and guess they were proven right, as these threads keep popping up. Generations are an abstract concept, it shouldn't matter.
And I'm not saying the PS2 shouldn't be allowed, the jury is still out, I'm open to it, but that generations argument is not a good argument, find better rule.

You can also use the swap method (wouldn't recommend) and the Pseudo Saturn bootloader.
Not to mention SSF emulator, and Yabause is finally picking up steam.
