Yes. It all depends on the game Engine.

These usually have higher resolution options.

>Source ports
Many times older games will have a newer engine or source port that plays the original game. Usually has more options.

Nope. With 2D games, that's it. You have just the original 2D image. You can then scale it in many different ways, but you can't add more information to it. If it's a 640x480 resolution game, you can't magically make it HD.

With 3D models you have fixed points that you can render at any resolution with no issues. With 2D, you have a static 2D thing, and scaling it means losing quality.

Just how the technology is. CRT technology is very flexible with resolutionsand can play very low resolution things rather well. Remember that 99.999% of people are going to play bluray movies and modern consoles on their new set. No one cares about obscure 30 year old obsolete consoles.

CRTs don't "upscale", they just play the game at its native resolution. So a CRT TV has a max resolution like 480p. Can display 240p content just fine. CRT Monitors have more range of resolutions, typically 480p to very high. A lot of old PC games are 480p.

Now for your question: because no one cares. See above. Modern displays are cheap and meant to display movies/games. The market for a display for SD content is a niche of a niche.

Enter Shaders. CRT Geom does a lot of magic that I don't understand. It has a port for Dosbox in .fx format with some tweaks. I think it looks pretty good. So try using those.

Here it is being used on Starcraft.
