I played a lot of NES games and I thought this was pretty mediocre. While sure, it's technically impressive with pretty graphics and good music for the NES, it also released in 1992, you're 4 years after Super Mario Bros 3 and 2 after Super Mario World.
The gameplay itself is where it's weak, the missile diffusal minigame of level 1 and the safe cracking minigame of level 2 are annoying and not well thought out, some jumps are incredibly tight for no reason and the game gets a crazy difficulty spike after level 2. I don't think I ever made it past level 4 (which ever level has you get pelted by guided bullets constantly)
Maybe not the worst game eve but, you had way better options for a sidescroller in 1992 even if you were still stuck with only a NES like Bucky O Hare, Kickmaster, Darkwing Duck or even Wizards&Warriors III
