Because who the fuck wants a weak shotgun?
Mountains of FPS decided to 'balance' their shotguns by making them all have insane spread patterns (or in some cases, making the shot literally stop existing after a certain set distance), which in turn just lead to a bunch of fucking stupid and worthless shotguns that you can't actually use like a real shotgun at all, basically being glorified point blank weapons.
Doom 3 does this.

You shouldn't have any kind of problem at all tagging a mansized target with a full (or near full) pattern at 30 feet, because that's the point, it's a firearm, not a melee weapon. So many games have shotguns so bad that they shouldn't even have shotguns at all, but they do because lazy devs do the stupid method of balancing, rather than think of something smart.

Powerful against things which aren't armored, mind you.
Which is a really basic way of balancing a shotgun; make it do less damage against certain enemies which are either armored or especially thick skinned, forcing you to adapt your tactics or use different weapons.
Optionally also setup scenarios where you're actually outranged if you try to use the shotgun, rather than just making the range really shit to compensate for lazier design.

Which, in a rare instance, was actually suitable for gameplay balance, as it gave you more damage (and more opportunity for pain states) for two shells than what you would get with the rest of the shotgun, at the expense of having basically none of the good range and tight spread of the regular shotgun.
The regular one is still always there and it's always useful, using less ammo than the SSG being a good incentive if you have no backpack and ammo being more scarce. You could waste just one or two zombies with an SSG blast, sure, but you could do just the same at less cost and longer range with your regular pump gun.
