Of course it is. A precise description which part is defective is always repairable unless it's some tinyass garbage you can find in the newest electronic devices which is almost impossible to solder.

This is just a little memory chip (pic related) that holds 4096 bits and communicates with the TVs microcontroller via I2C (just 2 wires), it stores your settings like volume, brightness, channels etc so that you can change it with your remote and the TV will remember these when turned off.
I don't know if this chip is soldered or socketed in your TV but you just need to install a compatible one.
A modern substitute would be 24C04 which you might can get a few euros.

About the high pitched ringing. Does it come from the speaker?
