Yeah, it's unfortunate. You're basically stuck with horizontal mirroring and vertical scrolling without mapper help if you want 4 directional scrolling.
Somari, of all things, actually avoids the graphical glitches by just chopping off the bottom 16 pixels. You could also have extended RAM in the cart fill out all 4 name/attr tables.

ehhhh i mean i'd refer to it at 4 nametables and 4 attribute tables, and the NES itself only has enough memory for 2 of them. you can configure cartridges with RAM to hold the other 2 though.

True, but it is hidable. Somari, of all things, cuts off the bottom 16 pixels and there is no visible garbage or wrong attribute colors with 4 directional scrolling.
