Sonic Jam is still the best overall package, despite a few sound issues.
Sonic Mega Collection is way better on GameCube, don't listen to those idiots wailing about the controller. Get yourself one of these and you're golden. The PlayStation 2 version is the typical quantity over quality shitfest you see devs pull in ports of this era, since somehow the audio/visual emulation got way worse.
If you're asking about the Wii Virtual Console release in current year, you probably have no qualms against emulators, in which case, why don't you just grab the originals? Sonic 3 & Knuckles is best played via A.I.R. and Sonic 2 is best via Community Cut btw, no real equivalent for Sonic 1 or CD yet but I reckon it's a matter of time, you could go for the Retro Engine decompilations in the meantime but know that they're an imitation of the real thing.
