The Sega CD added more horsepower, which the Genesis did not need, but did not add a better PPU, which the Genesis did. This had the effect of limiting Sega CD games to the base Genesis color palette which, in an era where most people were exposed to games in magazine screenshots, meant that the Sega CD games looked no better than regular Genesis games and still looked worse than SNES games. Had they included a better PPU instead of even more CPUs it would have made a world of difference.
