MD itself sold 3.5 mln units. That's 5 times less the total of SFC. Also, from what I've seen, Ninty has always had very good games sales for their 1st party IPs. So yes, that's just how it goes.
Picrel is the chart I've found for SFC game sales figures. In the top 20, half of them were RPGs. Rest is the likes of Mario, DKC, Mario Kart, Street Fighter 2, etc. Goes to show how big the Square / Enix RPGs were back then.

i think this is the real answer. If you wanted a JRPG platform, Super Famicom was the way to go. it outsold MD and PCE by far, and it had Square and Enix. most companies simply cared more about either SFC or PC-Engine. Konami was a bit of an exception, but rest of Japanese games for MD were often fast arcadey games. it offered nothing over competition. Sega CD had it a bit better though, because CD.
and btw, even back then, it's not to say JRPGs other than Squre/Enix sold all that big, maybe except Ogre Battle. see pic.
