Yeah, her whole thing is that she's dead and doesn't know, and also is an addicted junkie that has drug induced hallucinations. Her spirit also appears at the ending to take revenge on Kauffman, the guy that got her addicted. Probably not a stretch to think she OD'd and lives as a memory or a japanese style ghost.

There's also the memo on SIlent Hill 3, a game where she appears in bondage forever being tormented in the otherworld:

"The souls of those who died
suddenly by suicide or accident
don't realize they're dead.
Sometimes they stay put and
haunt that particular place.

senses and memories and can only
