He talks about it there. He's trying to optimize the code as much as possible, and he's optimistic that when it's done, it will run at full speed. Unlike every other N64 emulator, however, the graphics will be accurate to the N64, so it's not gonna have super sharp hi-res polygons and shit. I presume he means it will look like this.
