Depends on the hardware, and the game. Like, if you had a high-end system from the end of '99, you'd still be able to get by pretty well with some games into '02/'03 (and Half-Life 2 as well, since Source scales quite well)
But something like say, Grand Theft Auto III or VC would run quite well on an 800MHz PIII or Athlon along with a Voodoo 3, which isn't even the best card you could get in '99.

Lower budget 90's CGI is charming as fuck.

You and me both. I mean, I couldn't even play the most basic of multiplayer games online over emulators because it always desynced without fail over one stupid thing or another, be it RNG or missed inputs. This XBand thing almost seems like black magic in comparison, but I realize certain games like Doom were built with the support in mind so at least they can be explained with less issue.
