So you WERE referring to the phycho Cyan glitch by placing him in god tier. Mind explaining why Setzer is only at upper tier then? His Joker Doom attack can kill ANY enemy in the game including "unkillable" enemies like Guardian in World of Balance.

You can unrig Setzer's Slots by having someone use echo screen or muddling Setzer just before his turn and everyone knows that its pretty easy to manipulate his Slots by constantly pausing the game while while using it.

Its easily doable in while playing the game normally and doesn't require superhuman reflexes.

tl;dr: if we are ranking characters according to their potential for game breaking glitches Setzer goes in Elder God tier.
And if we are ranking character by cool factor he still goes there because the motherfucker has a flying casino, you can't get much cooler than that.
