In Horn of the Abyss you can press G to select the area wich will be hit by the magogs' fireball (pretty sure it works with liches too) but you can't make harpies stay still after attacking.

I don't know if it works in WoG though. Everytime I tried playing it the game just crashed randomly and forced me to restart my computer.
