This, it's a classic. I'd argue for Hyper Dimension too, but if there has to be just 1 DBZ fighting game I'd have to give it to Butoden 2.
Super Saiya Densetsu could also be included on the RPG section, that's one of the earliest games that got an english translation, I remember playing it on snes emulator in the early 2000s.
And if you want to go full contrarian/hipster, the Super Gokuden games, which have a cult following in Japan but are hard to get into because you need moon knowledge (or bear the terrible fan translation) and a convulted battle system.

Yeah, both Super Goku-den games have a great soundtrack, I also like 2's especially.
