Fallout 1 is the original and a classic.
The world and atmosphere are consistend, interesting and unique.

Fallout 2 is great as far as obvious cash-in sequels go but nothing beyond that.
It lacks the atmosphere of it's predecessor, the places and people aren't interesting, the humour is out of place and they shoved in way too much "cool" stuff that's completely out of place.
The story is just a mediocre reboot of the first game's plot.
Horrigan was a terrible end boss.

Story: Fallout 1 > Fallout 2
Atmosphere: Fallout 1 > Fallout 2
World: Fallout 1 > Fallout 2
Gameplay: Fallout Tactics > Fallout 2 > Fallout 1

Great atmosphere, interesting places and atmosphere, dark humor, decent writing and plot.

Fallout 2 has more or less the same plot and worse writing,
has way too much "lolrandom" humor, goes overboard with pop-culture references and most places and characters are annoying or boring.

Also it lacks the great atmosphere of the first game.
Everything is bigger, better equipped, more advanced and feels very out of place,
despite the fact that the game takes place like almost a century later.

It lacks consistency and substance imo.

Fallout 2 has an improved engine, which is to be expected from a sequel.
They also introduced elements that were planned to be in Fallout 1, but weren't possible at the time, like the car.

But everything else is worse.
Most npcs are boring or even plain unlikable, the humor is too wacky and out of place, the atmosphere is very different, places are boring, plot isn't really interesting and basically a rehash of the frst games plot.

But everyone has his own likes and dislikes, I guess ...

Fallout Tactics for example is hated by many Fallout fans, yet I enjoyed it anyhow.
