I assume you get X amount of tiles, make a somewhat square layout, and then get forced to use everything. Thats what most do.
But its also from a time and a idea when it was popular to have very different biomes if possible. So new biomes needs to be fences off via forests or mountain ranges, which is just going to be a screen transition thick.

Yep, loved how every screen of the 2D games had something to offer and wasn't just empty space. Seasons was peak, with Ages and Awakening right behind it.
Majora's Mask is the best of the later games because it sticks the closest to this formula; it's the smallest overworld of the 3D games, yet it also has the most variety and originality of all of them.

It is.
But its not "better", because the puzzles are somewhat weak. Meanwhile Seasons get bigger multi layered dungeons, with a lot of tight platforming.

The actual difference is more mirror sheen level:
Map traversal. Story roadblocks are also less natural and far more NPC script based, where a lot of based around events.
But the biggest issue is far simpler: Time traversal leads to palette swapped areas, instead of unique areas. Meanwhile Seasons has a entire areas where season swap basically add free perceived real estate due how radical the map changes are.
Every single area of Seasons plays like the highland around the Vulcano in ages, but the 4x season gimmick is used to greatly improve perceived play area.

I loved how Holodrum was a throwback to The Legend of Zelda's overworld right down to the first dungeon's location.
