I think it was confirmed more or less that Michael was in-directly involved in composing part of the soundtrack. I think he had to bail for various reasons, but left his music team to finish the project for him. hence why people like Brad Buxor is in the sonic 3 credits and a few other musicians who were generally not associated with video game music. Though Michael apparently dictated some of the beats/ melodies that would be in Sonic 3 to his team.
