Type into console "turbo 0" and walk, you'll see you accelerate way less.
If you want to reset it, type "turbo 100".
(I suggest you set cl_run to 0 too)

This is because A_Chase does not give them a velocity, but basically "teleporting" them to another location, depending on their speed property.
If you want to make them half as slow, go from:
>ICEY ABCD 4 A_Chase
to
>ICEY ABCD 8 A_Chase
This will call A_Chase only halfa s much in a second.
