E4 varies but I think it has some good levels in it. The one common consensus is that the early levels are just really punishing and cruel. Some like them, some don't.

For Master Levels, I've heard people on here, people on YouTube, people on Doomworld, talk about a partial or whole dislike for them. I particularly hate Mephisto's Maosoleum, and I'm not alone in that.
I personally think the levels are very dull and too samey, they offer some challenge, but they use a very limited range of Doom 2's stock resources, and as a whole they're mostly very brown and tan colored. A lot of them feel like a chore to play.
They're not very pretty to look at, and the gameplay in them is mostly nothing very interesting. As far as a proper 'expansion pack' for Doom 2 goes, I think Final Doom does everything better, more interesting levels, better challenge, new assets and environments.

There's small parts I like about it though. You have the very early works of aspiring mapper Sverre Kvernmo, and while this is before he really got into form, so they aren't that good, it's interesting to look at. He had this series in mind, with a plotline, called The Cabal Series which is about a Cyberdemon in hell, disgraced and turned into a human as punishment, seeking vengeance. The problem is A), only parts of it qualified for Master Levels, and B), it's still not very good, you read the premise, and you get some ideas in your head, but the series fails to deliver, and it's not even all of it.
