Not that anon, but what he means is that GE/PD enemies have long "wind up" animations before they get into firing positions, giving you a moment to dodge or stun them with shots of your own. Also, even though the bullets are hitscan, enemies are locked into their firing positions once they take aim and can only adjust their angle a certain amount, so you can dodge their attacks by moving around them.

Basically you only get shot in these games if you're really slow on the draw, if you get overwhelmed by enemies, or if you're not paying attention and one gets the drop on you.

Every game ever made has some of its difficulty come from the controls. You just don't think about it most of the time because you're used to the controls in most vidya. What matters is how well the game is designed around them. I don't know why people complain about the controls in Goldeneye anyway, it's nice and smooth with 1.2 style, easy to strafe and aim and everything. Can't say I ever felt like the controls were holding me back.

You can emulate both Goldeneye and Perfect Dark with 60fps and WASD + mouse controls, but many missions are still quite challenging.

Goldeneye's AI is simple by modern standards but was quite reactive for the time and it's what makes the stealth elements possible

they run for alarms, investigate noise, pull grenades, have "what the?!" animations for when bullets start flying around them, etc. They react to other guards dying when you aren't visible. You can point guns at the scientists or shoot near them to "hold them up" and scare them into dropping their keycards.

all guns and small items are 3D models with rudimentary physics, grenades bounce, guns clatter to the floor (and can be shot so they bounce around), shooting the gun or helmet part of the enemy model doesn't hurt them, only flesh

if you shoot an enemy before he pulls the pin on the grenade you can pick it up off the ground for yourself, you can also shoot the grenade itself to blow it up

the list goes on and there are lots of touches like this which seem quaint now but were TECHNOLOGY at the time
