They didn't have to "explain" it really; the international release was obviously committee'd to 1) Increase difficulty for rental-unfriendliness 2) Boost the game's appearance of freshness for magazine/promo screenshots. The latter involved changing the palettes of the returning characters to differentiate them from the second game as much as possible. Ironically the sprites were actually 100% redone between BKII and BKIII so the old Capcom-style palette shenanigans weren't really that important, but Sega probably thought consumers would need a little help to notice.

Dumb coomer fanartist. Blaze would use either cotton or synthetic performance fabrics for her crime-busting underwear; satin/lace would chafe horribly.

All these double dragon, final fight, street brawler, battletoads games were fine for their time but pale in comparison to the might Streets of Rage trilogy.

The BK3 sprites are so nice. Blaze looks good.
