How come this game doesn't have voices? The voices are in the actual data, you can hear them in the service mode. But they weren't implemented in the actual game. What gives?

Personally, I don't think that it was a lack of time or whatever, because the rest of the game is EXTREMELY polished and shows that a lot of time and effort went into it. So, is there an official reason why the voices weren't implemented?
