Came here to post this. Protip: play as Quickman so you can use his turbo. This is where the fun is.

I loved the game, every time you win a race you get to win a part of an adversary car. Once you've beaten all the races, you start a new loop which is a bit harder, up until the 4th loop iirc which is the hardest.

Then each character has his own specifics. As I said I recommend Quick Man because of his innate turbo, which can be combined with another turbo you'll earn later on.

The western version was ripped of content, pre-race presentations and stuff like that because they couldn't be arsed to translate it. So I played the Japanese version and made my own translations from image files of menus and all vehicule parts.

With that said, here is the best MM game on PSX. For this alone, MM on PSX wasn't a mistake.
