That and the chest plating. Even before the addition of the green orbs I thought it was drawing attention to the chest in a "tertiary sexual characteristics" sort of way. Part of it was also being a fan of Metroid and how Samus was just a bounty hunter who got shit done, instead of "look at me, I'm just as strong as you boys!" tomboy that was prevalent at the time. Zero as a chick just kinda worked for me.
