On level quality alone, I guess I will have to say World Tour, because while it's uneven in quality (a few of the maps are quite mediocre in gameplay), it still has really, REALLY good stuff like Golden Carnage, a map I will argue is one of the best ever made for Duke Nukem 3D.

Sigil is a lot more consistent in style and tone, however, and I feel much better about the idea of paying money to a guy like John Romero (and Buckethead), than I do someone like Randy Pitchford, who's an absolute scoundrel, World Tour also, in spite of its strengths, is still symbolic of the kind of stranglehold that he has on Duke Nukem.

I have enjoyed both, mind.
