you are looking in the wrong places. modern consoles are so stupidly powerful that making a 2D pixel art game is seen as a massive waste, by most developers. you need to look into the indie game scene.

check out mobile games, indie PC games, and indie games from the digital marketplaces for Xbox and Playstation.
