MML is great, and it's high spots are definitely the story, setting, and characters. The music is catchy and memorable, there's tons of exploration and exploring is rewarded with new items hidden everywhere. The upgrade system is nuanced, and once you get the hang of it the combat and controls are fine. With the controls in particular, you'll go through three stages, awkwardly trying to move and shoot enemies, then capably moving and shooting enemies, and then easily moving and shooting enemies and collecting all the loot they drop before it disappears.

You nailed it holmes. Megaman Legends felt like a living world, it draws the player in. The Legends series does this better than most RPGs, it's satisfying exploring the towns, poking around each little shop, talking to the cute NPCs and soaking in the atmosphere of the games' setting, the "halcyon days" tagline applies so perfectly.

Japanese Rockman 64 had the best cover-art.

JP art for the Megaman Legends series is much better than the plain American renderings.
