This is correct. The way the AI works is not the same as the way the player's deck works. The AI responds to the player's behavior with an RNG roll based on what they did. Rather than having any hand at all, they play a card from their deck based on the nature of stimulus and if an RNG check passes. Despite this, they still have to follow the three-card rule. For example, if they've already played three BEUDs, that card will no longer be a part of their playable card pool. Another quirk of this system is that you can tell what they will play based on if they picked a card from the left, center or right side of their "hand" in many cases.
