How does this game continue to remain popular after all this time?

This here is the plain truth.

Another way of putting it: if your window for inputting a command gets cut in half, it's too much lag.
Example: In Streetfighter 3 you have 10 frames to do a parry. If you cut that in half, it gets frustrating. But 3-4 frames of lag is doable.

They're almost uniformly bland and uninteresting, compared with 2nd Impact.
And too many characters share stages (Ken/Alex, Neco/Twelve, Yun/Yang, Sean/Oro).
The basketball parry bonus stage is actually much more interesting than the one Ken and Alex share, and should have been used for one of them, in addition to doubling as a bonus stage (like Ken's stage in SFII)

Would the Saturn be able to handle it?

How do you call that late 90s to mid 2000s urban/street aesthetic in vidya? Things like an urban setting and hip hop-inspired soundtracks in (mostly japanese) games like 3rd Strike, Persona, TWEWY? I miss that.
