Just to give you a different angle from what >>5390550 said, you don't really need to be at full power in order to play the game. The level up/shop system on the original isn't something you will be doing in every level, it's not even easy to do, you can only upgrade if you manage to do combos of over 100 explosions at once. You could say the DC version is an easier version, besides there not being an upgrade system and being at full power always, Mami's shots which were weaker on the N64 version here deal the same damage as Riki's shots on DC (the catch is that Mami's shots can rebounce on walls, so while her shots deal less damage, they can be more effective in closed areas), and also DC version gives you HP refills from enemies, while on N64, HP refills are limited per level.
And I do think the controls are better on N64, especially the suggested scheme Treasure gives: shoot with controls stick and move with d-pad.
DC has better graphics (although I think the N64 graphics have a charming, more retro aesthetic to them), different music and it also has a couple extra boss fights.
to be honest I love both versions, in fact, play the DC first, simply because it's easier to get into. If you want more, go for the N64 original.

i don't think it's that rare, in the sense that you can always find a copy on ebay, but there's only 10.000 copies of it made, and it's starting to get pricey.
Got a complete copy for $60 about 10 years ago, now it's around 200. Probably it's possible to find a copy for 100 or less though.

I've only played Ikaruga, Radiant Silvergun, Bangai-O (Dreamcast), Gradius V, and Astro Boy, but Bangai-O is my fav due to its unique gameplay and nonsensical Engrish dialogue.

Most of the games used the right position.
But lately I've been replaying Bangai-O on the N64 and this time I played it using the left position (move with d-pad, shoot in 8 directions with the 3D stick - this actually works great!), fire missiles with Z and change pilot with L.
Before I played it using the gamepad position (move with D pad, shoot with C-buttons in 8 directions, fire missiles with R and change with L). I tried the left position a bit before and it felt weird, but now I don't think I'll go back, I love the left position for this game. In fact, reading the manual, they recommend the left position as the optimal one, as the game was designed around it, even though you can choose 3 other ways to use it.

Bangai-O is definitely my fav. I still need to check out the DS and 360 ones, even tho they did away with the hilarious engrish story I hear.

It wasn't really Nintendo "not letting" 2D and more as devs not wanting to do 2D on N64, which forte was the 3D and it was what practically every costumer was expecting, couple that with the fact releasing N64 games was expensive due to cartridges and you can see why there's little 2D on N64.
Japan got more 2D though. Although there's still some western-exclusive 2D titles on N64, like The New Tetris come to mind.
