Initial D is focused on hakone tracks, Racing Lagoon has hakone, street, wangan, expressway routes, dirt, snow, drag racing, drift tracks, chicken racing, circuit racing. Some of these events only have 1-3 available tracks but they're all excellent. I especially like hakone roads in this game, they're much better than in other similarly themed PS1 games.

You will have to customize but it's all done via part swapping, i.e. if you want a faster steering you need to find a smaller steering wheel. Different turbos work at different rpms but you may stick several of them to work sequentially, your muffler selection should match your engine rpm range for best performance, etc. The controls feel heavier than average arcade racer, especially Initial D, but simplier than GT. Think something like Battle Gear 3.
