Either Fatal Fury Special or Real Bout Special, but FF2 or Real Bout 2 work for runner ups depending on your taste or certain character nerfs.
Garou is fine, it doesn't "trigger" me, it's just not a game I'd say is the best Fatal Fury, when in fact it's missing the one characteristic mechanic of Fatal Fury. It looks pretty and plays smooth, it's a good game, but not the best.

I feel the same, RBS feels like a proper upgrade from FF2/Special. It's the definitive Fatal Fury experience imo.

I didn't really notice any missing animations or control issues on Real Bout Special, I thought it was a pretty good port, only real issue I found was that the Blue Mary's Theme is not properly synched with the audio, which is a shame, but the actual game seems to be just like the arcade. Possibly some audio differences too.
