It's mostly brit gaming magazines that were tired of Megaman games in general by the mid-late 90s (they're dumb faggots) and spergs who didn't like Capcom making Megaman games for consoles that weren't owned by Nintendo, or 8-bit (they're also dumb faggots). Inconsequent minutiae like the three brief snowboard + shmup sections that last a total of 5 minutes in a 2-hour game were also memed to the stratosphere by idiots and parroted by zoomers who never even played a Megaman game in their lives.
The game has flaws but none of them are egregious. It's not Megaman X7 before Megaman X7, or even X5 before X5. Its difficulty curve is easier than the older titles and is perfect for introducing newcomers to the Classic series, especially by hooking them with the fantastic music the franchise is known for.
