Dragon Quarter has a hard time limit (D-Counter) that goes up when you do basically anything, but rises sharply when you invoke Ryu's dragon powers which make him nigh invincible and able to destroy even bosses in a single round. If it hits 100%, it's game over.
I wouldn't say that it makes the game more difficult, but for players who don't know how to play well or fall for the developers' many mind games, it can create a feeling of stress and pressure that begets further mistakes.
It's why most people claim to dislike the game, but in reality they got filtered. The game wants you to think you are running out of time, and wants you to rush and make poor choices, constantly baits you into doing bad things during battles that "feel" smart until bad things happen, etc. And of course, waiting until you're on your last leg in a long fight, your resources spent, before using the D-Dive when it would have been "cheaper" both resource-wise and for your mental fortitude to use it at the start.
The D-Counter is really a non-factor though. You have more than enough counter to use on most of the bosses in-game. With intelligent play and thorough exploration, you can clear the game without using Ryu's dragon powers at all (except for 2 required cases).

JRPGs that abandon the bullshit that allows JRPGs to be "too easy" in the first place can indeed be fun and challenging.
Pic related is a game that has a literal "I Win" button for any fight you want, and allows you to do things like use items as many times as you want on any given character's turn, but it is balanced by a constant, nonstop series of attacks against directly against (You), the player.
