It's being driven at 3840x4080 with the tv-out+interlacing filter. The resolution is a catch-all resolution for scaling, and the shader scanlines 240p content (and can force 240p), and interlaces 480i content, while doing some colour correction.

That screenshot had the scanlines set to 50% brightness because it is a dark monitor, so here they are at regular brightness.
